Maneuver simulation sandbox for in-orbit collision avoidance. Input ΔV in the RTN (Radial-Tangential-Normal) frame. Computes new Keplerian elements via vis-viva equation, re-screens conjunction risk post-maneuver, and calculates the next KSC ground station pass window using SGP4 propagation. Execute-on-pass authorization with a full audit trail.

Operator outcome: simulate the maneuver before uplink. Authorize and execute only at the validated pass window — with every decision logged to an immutable audit trail.
